car doesnt turn over,

I have a 1999 Mazda 626 and as i was near empty on gas, my car stopped. I would crank it but it doesn't turn over. I was thinking it was the fuel pump but i don't know? There was barely any gas in it. I thought maybe dirt got clogged up in the fuel pump, what could it be?

it has to turn over if it willcrank otherwise it's a starter/batter issue. check fuel pressure and scan for codes.
