my brother n law put a new belt on my car. when I was driving i pushed on the gas and made a whistling sound then stopped moving and was smoking in engine, Is my car too messed up now to fix. need help

Nobody can tell you that until you find out what actually happened to it. Did it overheat, run out of oil?

no had the belt changed the day before that. and my car was running fine. till I changed the belt. when It stopped while i was driving it was smoking. checked the water it was fine and wasnt boiling over

Well, the new belt didn't cause it to smoke so you need to find out what may have happened to the car. You don't have enough info to determine anything at this point. You need to have it looked at by a competent tech.

He also changed the thermostat.
