1999 Mazda 323 Fuel Filter Light On Dash Board Been Flashing Ve Investigated

The fuel filter light on the dash board has been flashing..I've investigated it, and managed to identify the problem!
The fuel filter - (going by the instructions in the Mazda manual that came with the car)..managed to get it out; started to loosening the drain plug and pump the water out.. but diesel comes out instead.. is this normal!?

The filter is supposedly for diesel to be filtered so diesel should come out after any water is pushed out.
