Why are the emissions on my mazda too high at idle

my car was in for its MOT, and failed on the emmissions, as the CO2 level was at 0.82, but the max is 0.50 at idle speed. this is the maximum in Ireland, could you tell me what would be causing this please?

Needs oil change. Check spark plugs and air filter. Use fuel system cleaner.

What were the CO and HC readings?
