1999 Lincoln Navigator rear wiper

My rear wiper suddenly stopped working, I checked all the fuses and they are fine, it looks like I am not getting any power to the motor ( replaced motor with new one still does not work ) then replaced turn signal and wiper control arm ( still does not work ). The only other thing that I can think of is the two relay switches, ( under the hood by the fuse box ) but I don't know how to check these.

chck items in pic including grounds. relay can be checked by going to how to repair electrical how to check a relay or switching with a like relay under hood. however if none of this makes them work then it may be the gem module which would have to be scanned to see if that is the problem or not.
