I just had the instrument cluster replaced in my 1999 continental. I am experiencing hard shift problems
in the transmission, 1st and 2nd gear. Is this related to the new/ used cluster that was just installed?
Also, when I put the key in and try to turn it, it is now very difficult to turn. What could they have screwed
up with that? Thanks.

Is the cable you talk of part of the installation with the cluster?
Also, this shifted perfectly before the new/used cluster was installed.

they had to lower the steering column to replace the cluster they have probably didn't do the steps correctly causing your problem. take it back and have them fix it.
