1999 Lincoln Continental Low Beams Right Turn Signal Interior Lights Wont Work

my low beams, right turn signal and interior lights wont work. I have replaced headlight bulbs, turn signal bulb and checked what fuses I thought might cause a problem. Could these problems be caused from a bad lighting contro module. The build date on my vehicle is 04/99.
