Replaced the timing belt but water/coolant keeps leaking out the timing belt cover does this mean the water pump needs replaced also?

Most likely that is the problem unless there is a freeze plug or head gasket issue. When I replace timing belts that run the water pump, I ALWAYS replace the pump as well to prevent having to spend the money on labor later.
