1999 Kia Sephia Get Run Fuel Now Spark Replaced Pump Relay Adjustment On

I can not get my kia to run I have no fuel and now no spark.. replaced fuel pump and relay is ok.. when the adjustment on the fuel pump is maxed the pump ran when placed at recommended settings the pump has no power.. relay has been changed? were shall I do next? troubleshooting guide?/

how did you check the relay???

adjust the pump???? how and why???? thought it did not work

what happened prior to this failure??? was the check engine light on??
