1999 Infiniti Q45 Replaced Poweering Steering Pump Bled Still Makes Whining

We replaced the poweering steering pump, bled it, but it still makes a whining noise when you turn the wheel side to side.

Let it sit overnight and top off the fluid. The air will rise to the top overnight. If it get aerated again, that would mean that it's sucking air on the intake side somewhere.
