1999 Hyundai Elantra fuel problem

I have a 99 Elantra that has started spitting gas back while pumping it into the tank. To me it appears that there is a blockage somewhere between the filler cap and the tank but I am not sure and do not want to get into it without a plan of action. Any suggestions on what would cause it to spit back and what to do to fix it?

Is it "spitting" it out under the car or where you fill it up at? My first thought is if it's "spitting" it out right under the car around the filler neck, it's probabley a bad fuel tank grommit/gasket.

It is spitting it out at the filler neck but where you insert the gas nozzle. It is as if the is a blockage causing it to create an air pocket. Had one guy suggest that it was charcoal from the canister that had got into the line.
