1999 Hyundai Coupe Light problem

Hi, my brake lights are flashing, but only when my headlights are on. Also when I press brakes light from behind speedometer comes on even when engine is off. Brake lights seem to work ok when not using headlights! Heeeeelp

check to see if the ground is ok at taillight and clean battery terminal ends. also check battery to body ground.
