I have noisey rockers on cold engine. Rocker clearances have been set three times to .007 E and .004 I and they were done cold,.
Problem dissipates on warm up?

The clearance specifications are correct. Did you check the timing belt tension? Insufficient belt tension can cause rattling noise from engine. The other things to check would be wear of rocker arm and shafts and engine lubrication. Is engine heavily sludged?
