My 99 Honda civic overheats every time I exit the freeway. It is fine when I am on the freeway but as soon as I exit the temperature gauge jumps too hot. I have already replaced the fan that goes to the air conditioner and to the motor. Car also has a radiator that was replaced about a year ago. What can it be?

Did you check the coolant level in radiator?
Insufficient coolant in system would cause the problem described.

Yep it has enough coolant also refilled water.

Could be a waterpump, or a false reading from gauge.
Waterpump may be pumping enough at freeway speed to cool engine, but at a stop it overheats.
And you said cooling fan is working?

Yes changed both of them already, If its a false reading how can that be fixed?
