I have a 99 Honda civic ex that I spun a rod bearing in and the crank now measures 17 thousandths of a difference. Can I put a bigger bearing in and if so what size? The measurements are 1.757 and 1.775

no. the crank is most likely scored and out of round. you need to replace the crankshaft with new mains and rod bearings
