Electrical issue

I own a 1999 Honda Civic. The accessory/cigarette lighter plug-in has not worked for as long as I can remember. The fuse seems fine, according to the helpful guy at Auto Zone. What else could the problem be? I have a GPS that needs this.

You need to test if the lighter housing itself is faulty.

At rear of lighter test for presence of battery voltage. If voltage is available, the lighter housing itself is bad. Behind the lighter there is a fusible link built into the lighter and that element tends to go bad due to overheating.
