99 Accord A/C issue. Control panel has no power at times. Fan control works but switches that operate a/c and heat functions go off and on. Suggestions on what to look for would most appreciated.

Symptoms indicates a likely fault with the control panel itself.

mine did the same. my certified mechanic (neighbor) pulled the felt panel next to your left leg if you were a passenger, and there is a "gold bar" switch that you or your mechanic can switch on/off for you and the blower for the AC starts to work!! forget the dash switch altogether!
