My 99 honda accord ex 4 cylinder its putting like its not getting gas and then it takes off if I turn on the heater it starts to slow down

It sounds like a fuel delivery problem. I don't see aconnection off hand for the heater. That is a tough one.
It sounds like the fuel pump is failing intermitantntly. It could also be the fuel pressure regulator. I am going to give you a walk-through diagnostic which covers all of the most probable causes and tells you how to fix them. They are very helpful. Just use the link below to get to it;
