How can I check the relays on my Vectra with a multimeter?

I have recently changed my head gasket - rings & bearings - when I tried to start the car - nothing would turn over.
This may be due to trying to jump start many times without success.
Have I burned something out electrical?

start with a scan to see if you have any codes set, will it crank on the key at all, if no can you turn the engine by hand?
