Will a 1996 4l60e transmission interchange with a 1999 4l60e the bell is longer and the torque converter is thicker on the 1999 and the spline shaft is different as the splines go to the entire length of the shaft where as the 1996 the splines are set back.

The bell has a different bolt pattern, and it is 1/2 in. Longer, the torque converter is thicker on the 1999. The splines on the torque converter shaft for the 1999 are spline all the way to the end of the shaft, and the 1996 are spline about 1 inch back is there any hope?
maybe a special torque converter?

You could probably change the bellhousing if it is separate from the case, but that is all. The torque converter and turbine shaft are different, and there is no way around that. It more than likely has to do with a running change in the converter clutch hydraulic circuit, and the case passages may be different as well.
