the heater gets warm but never hot, and always smells like burnig antifreeze is this a broken gaskett seal? or could it be something else?

That's typical of a leaking heater core. Usually it will also cause an oily film on the windshield when using it in defrost mode. If your car has air conditioning, look for a puddle of coolant on the ground where you park. It will drip from the drain tube onto the ground just about below where the front passenger's feet would be.
