What is the correct ohms for a 1999 Ford Taurus EGR solenoid?

I have a 1999 Ford Taurus, 3.0 liter V6, push rod motor that is throwing an EGR valve code. We have replaced the EGR valve and the code is still showing up. Our next step was the EGR solenoid. According to the Haynes repair manual the EGR solenoid is supposed to test out at 20 ohms. The old and new one both check at 32 ohms. Your help is greatly appreciated.

Should be 26-40 ohms
