I have a possible vaccum leak on my 99 Ranger Is it the hose or the switch that would need replaced?

Most systems are spring-loaded to default to defrost when vacuum is low or lost. That's a safety thing so you're feet might freeze but your windshield will be clear. Look for a check valve in the hose feeding the controls. If the valve is okay, Chrysler has a replacement with a built-in storage canister to address this problem.
