I have a 99 cobra mustang that cuts out at higher RPM'S.
It doesnt cut out at idle or normal driving just when I
put it under a load. I have replaced the fuel filter and plugs.

If it is high like 5-6000 range then it may very well be the fuel shut off is kicking in causeing the problem. It's supposed to do that

It's more in the 4-6000 range. It does not have the power it is supposed to have.

It still could be the fuel shutoff doing this. But check yoru fuel pressure as it may not be up to snuff.
