over revving

my 1999 1.3 petrol engin ford fiesta is over revving when im changing up the gears, but not all the time. i was told its the idle control valve, but after fitting a new one, the over revving came back after driving 10 miles. please can you help me with this problem?

Do you have a check engine light

Clean out the IACV ports and also check the TPS and MAF sensor could also be the clutch is slipping-
