A pulley on my 1999 Ford F150 is making a siren or buzzing type sound constantly when engine is on. Is the pulley bad?

Depending on which pulley it is, will tell you which bearing has gone to hell.

Remove the serp belt and check for excessive play in all of the accessory pullys. Also, spin the pullys to see if you can tell if there is excessive noise coming from them. Like Ford Man said, the only way to tell is to locate the noise so you can tell which bearing is bad.
