engine is surging when cold

I have a 99 ford explorer that surges at cold start. I have replaced the exhaust from muffler back(due to rust and check engine code) and plugs and wires( due to age hoping to solve this). I currently have a check eng. light on codes from a INNOVA 3120

I have a 99 ford explorer E VIN cold start it has a surge, untill warms up 1500 to 300 rpm at first start.
