1999 Ford E-Series Van Overheating

I have an 1999 ford e-250 that overheats when I run the A/C or pull heavy loads . While the A/C is running it is cold . The coolant system has been flushed twice and the thermostat has been changed . The engine does not burn oil , and gets the correct gas mileage , but seems too me to be underpowered . The engine will also overheat just at idle while running the A/C . So I'm at my wits end , the van runs great if neither the A/C is used and if I'm not towing anything .

make sure your cooling fans are working at idle with a/c on they should. then when hot or overheated, turn engine off and unplug fans and check radiator for cold spots if you feel cold spots the radiator is no good. then have the coolant system pressure checked.
