1999 Ford Crown vic engine studder

It was raining while driving and I hit I few deep puddles and ever since then its been running really ruff. After the next day it was sunny and I have had this problem before and I sprayed WD40 on the wires and it worked, I did the same this time, and hasn't worked, I then drove to work the next day and it ran even worse, at around 30mph to 45mph it spudders bad, so next I started to check the coil packs and found the after I unplugged #1 cylinder and plugged it back in there was no change, so I replaced the coil pack, ran better but still a little spudder, so I just replaced all the spark plugs and #1 spark plug was fouled. Well I just replaced them all and still no change. Seems to get worse as car warms up. Do you have any ideas?

Try this. When it's dark out, start the engine, open the hood, and mist water on the plug wires, coil. See if there are any spark that you see. It sounds like one of the items mentioned are getting wet and shorting.

Remove each coil again and look at the boot for any sign of cracking or burning through the side of the boot. If it is burnt thri=ough the boot, you will see a small white spot where the spark has been jumping through the rubber boot to the head. Look at the bottom closely. Squeeze them together and roll it to see if there are any cracks in the bottom of the boot. If either of there are seen, replace the plug boot.
