engine not cranking over

My car just started slowing speed then picking up speed. then it stopped. i replaced the starter, now its still not turning all the way over. what My car just started doing this so idk

if you car wont' turn over, check your battery for a good state of charge first. then the relay and it shold turn over. you can try to jump the car and see if it will turn over.
