1999 Dodge Van Driving Morning Heard Sound Exactly Tried Turning Around Come

I was driving in the morning when I heard a sound not exactly where. I tried turning around to come home and the whole car turned off and smoke was coming out of the hood. Tryed putting a new battery in but won't turn on at all. What's wrong?

That could be caused by many things. Is the engine cranking and not starting? In other words, is the starter engaging?
