I have a 1999 Dodge Ram 1500 and neither seatbelt will extend. Any info to fix this is appreciated.

Has the vehicle been in a wreck?
If no, then removed the B-pillar trim panels and remove and reinstall the seatbelts and check operations?
Possible stuck/faulty locking mechanism, possible faulty seatbelts
