What can cause a spongy brakes and a dragging feeling?

I was driving downhill and applied the brakes and they werent working it was all the way to the floor. While I was driving it was like if something fell and was dragging, but my husband looked and didnt see anything. He has checked the brake fluid and it was fine. There was also a burning smell too.

Brake master cylinder could be leaking internally also the caliper pistons could be sticking-look for an external leak-
