shakes very badly between 35-45mph

My 1999 dodge intrepid shakes very badly between 35-45mph unless i hold the steering wheel in a certain position. Also my steering wheel happens to have a dead spot about 25 degrees left or right of 0. What is going on with it and what can i do to fix it?

Also I believe there is something wrong with the brakes I have had to refill the fluid about every month and half of driving.

Check for a leak in the brake system. That is too much to use. As far as the steering, check all steering components. It sounds like one is worn and needs replaced. Check everything, but pay special attention to the tie rods.
