1999 Dodge Dakota blue smoke and misfiring

The engine is shaking and shuttering. I replace spark plugs and did cap, rotor and wire. Burns oil and puts out blue smoke. So I replace the upper and lower intake gaskets. It didn't help. Rough idle and runs roughly. I put a scan tool and it can up as misfire still. I had carbon build up on the plugs and I replace them. I'm stump. People told Me heads needs to be rebuilt. Some told me bad injectors and some told me valve stems and seals

Since you are burning oil, it could be something as simple as valve seals or it could be rings. Have you checked engine compression? Also, let me know when it burns oil and how bad it is.
