data link connector reads not connected when computer is hooked up. two pins read 2.5 VDC,two read 5 VDC and two read 0 VDC. All fuses check good.

What kind of scanner are you using? If it's the Snap-on "red brick" MT2500, you likely have the wrong "personality key" installed in the connector. As I recall, it takes # 9.

Try connecting the Chrysler DRB3 scanner. A lot of independent shops have them because they can work on other brands of cars. If that one works, it's a compatibility issue with your scanner or you need a different connector.
