There is a short somewhere. Check to see if there is power to the horn switch.

no power to horn switch

Here is the schematic for the horn circuit. If it isn't the fuse, then a wire between the fuse and the switch is most likely broken. Unfortunately, it's probably in the steering column somewhere.
