Apart from bad head gasket, the other item that can result in coolant not flowing back to radiator is a bad radiator cap or radiator neck.

Also check the overflow hose from radiator neck to recovery tank. If there is any leaks, ai would be drawn into the radiator instead of coolant from the recovery tank.

Ensure the hose inside the recovery tank, attached to the cap and hose to radiator, is intact and has a tight fit.

After the head gasket replacement, were the engine compression restored?
