1999 Daewoo Leganza Hello Fan Heater Only Works On Low Speed Does Work

Hello my question is the fan for the heater only works on low speed it does not work on high speed. Relays are ok I check tested them both still same fuse ok. Whereabouts is fan motor resistor located under the dash behind glovebox.

Do you have a multimeter to do some testing? Also the resistor should be screwed into the duct close the motor under the dash.
