the lever on the steering wheel is stuck on park

99 chrysler concord. how can i get the lever to move.? the car starts up just fine.i can not shift the lever from park to drive. the lever will not move on the steering wheel.

possible shift interlock issue? do brake lights work? could be brake switch not signaling release of shifter.
