I have a 1999 Chrysler Cirrus with 80104 miles and it has just started with a jingling sound in the front end when I turn left. Could it be the ball joint ?

Doubtful. Most likely a CV joint. Look under the front on that side just inside the wheel. The boot should have no rips or tears in it. Look in the area for the presence of grease (not oil).

Also, remove the hubcap (if present). You may have a lug nut or something else that has come loose.
