1999 Chevrolet Tahoe Turn Ignition Key Sometimes Dash Lights On They Truck

When i Turn the ignition key sometimes my dash lights turn on and sometimes they dont. When they dont my truck wont start and as soon as they do it does. I have a feeling that it is a ground or something of that nature.
