does it have any fuses that go to fuel or starting the vehicle?

Yes there is a fuel pump fuse and relay.

on a 1999 5.7 litre battery and alt. are good relays in where is the fuse box are good it makes a clicking sound like something is resetting and keeps running the battery down

Feel of the relays, one at a time, You may be able to feel the vibration of the relay clicking, then you can figure which circuit it is on?
You can pull and replace fuses, one at a time, when you pull the fuse on the faulty circuit, maybe the relay will stop. Then you can check which circuits operate off that fuse.
