It means its not used. Here is a guide that will help you check the fuses with the fuse panel identification bellow. Check out the diagrams (Below). Please let us know if you need anything else to get the problem fixed.

On a 1999 5.7 litre battery and alt. Are good relays in where is the fuse box are good it makes a clicking sound like something is resetting and keeps running the battery down

Feel of the relays, one at a time, You may be able to feel the vibration of the relay clicking, then you can figure which circuit it is on?

You can pull and replace fuses, one at a time, when you pull the fuse on the faulty circuit, maybe the relay will stop. Then you can check which circuits operate off that fuse.
