starter drags badly sometime so bad it kills the batt.i got a new battary and it still drags. do i replace the starter or could it be something else. sometimes if i let it sit for a hour it will start.sometimes i have to jump start it when i reconnet the batt. cables i get a spark dose that mine a short some were.

Take the starter off and lay it on the ground. Use jumper cables to see if starter will kick out pinion gear and spin. I realize that is a no load test, but, if the starter still acts-up, then it sounds like a starter issue. Some of the national brand autostores will test the starter for you, if you take it off and take it to them.

Make sure the battery has a full charge and the charging system is working.
