ABS engages when braking at 5 mph. Why?

I could feel & hear a vibration from right front. I changed hub & bearing assembly. That didnt help.

It is a clearance issue with a sensor. There may be play in one of your hubs causing this or it may be a failed sensor. Get the code pulled for the failure and you will be able to isolate it to 1 wheel.
