1999 Chevrolet Prizm Starter

Shut car off and starter is still going and smoke coming from it but motor is off and dash lights are off. Put new battery in because it fried the old one. Is it the starter or maybe relay I don't know

Yes it could be either of those things or even an ignition switch. Someone is going to have to diagnose the circuit following a wiring diagram to find out.

Can't pull anything up for a starter relay on that car. Does it not have one?

Yes, it does but I can't find any location on it so it may be incorporated inside a fuse box and not serviceable. https://www.2carpros.com/images/external/79069361.gif
