My heater only blows cold air, and I hear clunk sound underneath, and when I hear it, I get hot air for 3 seconds

Sounds like a blend door that is stuck. These direct heat to vents and lower vents. If they are stuck (closed), you would not get heat.

But I cant seem to find a blend door for a 99 monte. Does it have a blend door on it?

They are inside air ducts. They are mechanical "doors" that divert air as mentioned.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
