My brake lights in the back are out but my top brake light works. I changed the fuse and it's still doing the same thing.

Check the bulbs. Quite often you can drive around a while with one brake light out and no one say's anything. Then when the other goes out someone yells "hey your brake lights are out". That's when you check it and think they both went out at the same time and overlook the simple one. try two new bulbs then see what happens.
