1999 chevy malibu breaks are locked up

i haven't driven my 1999 chevy malibu in about a year. i put in a new battery and got it up and running. the issue is, the abs are locked up and when i put it in drive(and try to drive) the breaks are locked and the wheels squeal.

probably rusted up. remove one wheel at a time and break them loose and clean off the rotors and drums.
